Government, under the Trading with the Enemy Act, prohibits U.S. citizens from spending money or engaging in financial transactions while in Cuba. U.S. citizens must first obtain a Treasury Department License, which is only granted to; Cuban Americans with family in Cuba, Journalists, Academic Researchers and those providing medical relief to the islands inhabitants. Foreign visitors can travel freely and mingle with the friendly cuban people.
